On 28 and 29 May 2026, in Zagreb, as part of the activities of the European Migration Network, a workshop titled "Pact and legislative changes with an emphasis on border asylum procedures" was held for officials of the Directorate for Immigration, Citizenship and Administrative Affairs and the Border Directorate.
The workshop was opened with an introductory speech by the Head of the Sector for International Protection, Mr. Dario Dudas, who emphasized the importance of continuous professional development and monitoring of legislative changes in the field of international protection and migration policy.
The Head of the Service for Illegal Migration, Mr. Zvonimir Vrbljanin, presented the implementation of the Dublin procedure and the implementation of the return procedure at the borders.
Ms. Manuela Šporčić Horčička, Senior Advisor at the Reception Center for Applicants for International Protection in Kutina, introduced the participants to the provisions of the Pact on Migration and Asylum and the novelties in the national legislative framework.
Ms. Emina Gvozdan, Head of the Department for Entry-Exit Requests in the Dublin Procedure Service, presented the new legislative framework for the implementation of Dublin procedure and changes in the Eurodac system.
The amendments to the Act on International and Temporary Protection related to the procedure for granting international protection and the challenges and innovations in the implementation of procedures were presented by the Senior Advisor in the Department for International Protection Procedure, Ms. Silvija Marečić.
The workshop was concluded by Ms. Tea Filca, Head of the Department for Information and Documentation Affairs, who spoke about the expected operational burden under the Pact.
The aim of the workshop was to provide a comprehensive picture of the changes brought about by the implementation of the Pact and legal amendments, and to further improve professional knowledge in the field of international protection and border procedures for asylum and return.
