The lack of workers with the appropriate qualifications has become a major challenge affecting Europe's competitiveness. In the context of rapid technological change, the decline of the European population and ageing of the labor force indicates to labour shortage in the future. This Study analyzes the role of labour force migration in dealing with labor shortages, as well as instruments for detecting and measuring this phenomenon, and policies applied at national level.
