New Commission’s Proposals for Migration and Border Reform
This month President of the European Commission Jean-Claude Juncker introduced new proposals to ensure full EU solidarity on migration and better protection of Europe’s external borders.
These proposals have set a new level of ambition for the EU agencies for asylum and external borders as well as regarding the return procedures.
Thus, the European Asylum Support Office (EASO) will transform into a fully-fledged European Union Agency for Asylum, which will have a significantly greater role in managing and supporting all international protection procedures. The Agency will provide stronger technical and operational support to the EU Member States, administrative procedure for international protection and actions under the Dublin system, sending of support teams for migration management, etc. It will work closely together with the EU Border and Coast Guard Agency, which will have executive powers such as identity checks, authorizing or refusing entry at the external borders or intercepting people at the border. However, the Agency for Asylum will not take over the mandate of deciding on international protection requests or the distribution of asylees which will remain the under the authority of individual Member States.
Most of them came to seek asylum, however, a significant share also came for other reasons. This Study explores the situation of unaccompanied minors who have been granted a residence permit or issued a return decision and gives the overview of international, EU and national legislation on unaccompanied minors. Furthermore, the Synthesis Report of the Study describes care arrangements, education opportunities, integration measures, family reunification possibilities, access to healthcare, social welfare support, return policies and other aspects of a states’ approach to unaccompanied minors. The Report also covers the approaches to this group after persons turn 18... Finally, the Study gives an insight into the main challenges that the EMN members face in relation to unaccompanied minors following status determination.You can view the press release here
